South Bay school officials were scrambling Tuesday, Feb. 16, after Los Angeles County's announcement that many schools could be cleared to open for in-person instruction for grades six and below as early as this week. County officials said this week the drop in case rates could permit elementary schools to reopen, setting off discussions and meetings as local school administrators and staff sorted through what will be needed to take the next steps. Under state rules, elementary schools can reopen when a county's adjusted case rate hits 25 per 100, 000 people or below. Average daily case rates in L. A. County reached 20 per 100, 000 people as of Tuesday. But districts must submit plans to the county and state departments of public health confirming that the campuses have implemented sufficient safety measures to permit a safe reopening, according to a county press release. Most South Bay districts on Tuesday were still figuring out what to do next. The Redondo Beach Unified School District, for example, scheduled a special board meeting for 1:15 p. m. Wednesday, Feb. 17, to discuss the new potential opening.

Redondo Beach Unified is working with the Beach Cities Health District to offer vaccination clinics that have yet to be scheduled, Keller said, adding that a survey conducted last week indicated that 85% of the district's staff would take the vaccine. Of the other 15%, half of those said only that they were "not sure, " Keller said. The district recently brought in medical experts to discuss the vaccine with staff, he added, which apparently helped alleviate some of the doubts. Some, he said, want to return faster — but the district needs to be careful. "I believe we have taken gradual steps, " he wrote, "and have been well-prepared for each of those steps. " Hermosa Beach City School District, meanwhile, had already submitted re-opening plans. "We already submitted our plans prior to Feb. 3, " said Superintendent Jason Johnson. "Our campuses are ready for the return. We are working through the schedule logistics of our parents selecting hybrid or distance learning. " Torrance Unified plans to bring back students in grades three to five by March 4, Interim Superintendent Tim Stowe said during a Board of Education meeting Tuesday. Another breakthrough could come with wider distribution of the coronavirus vaccines. Some districts are planning to bring vaccination clinics to school staff communities, but the state's overall slow rollout to date has made the timing of that unclear. "As we look at the 2021-22 school year, " Matthews wrote, "my prediction is that the vaccine is going to help tremendously. "
She cited online posts that have shown local school families socializing at restaurants, taking ski trips, attending soccer tournaments in other states and an underground formal in which masks weren't required. Testing and tracing protocols also aren't ready to be implemented, she said. "Even if we only have three positive tests, that's 60 people to call, " Chen said of the contact tracing process that would be required. "People are saying that somehow the union is just holding things hostage. We don't have that kind of power. People in Manhattan Beach are upset but don't appreciate the fact that we've gone back quicker than other districts. " Manhattan Beach Unified School District brought TK-2 students back to the classroom for only one day per week beginning in December. As of this week, those students attend class in-person four days per week, either in the morning or in the afternoons, Superintendent Mike Matthews wrote in his weekly newsletter to parents. Matthews also wrote in last week's newsletter that "there is a lot of tension right now on the issue of the pace of our return of in-person students. "
The Redondo district already is offering a hybrid model for kindergarten, first and second grades, said district Superintendent Steven Keller, as are many other school districts in the region. Third graders were scheduled to return Feb. 22 under the same setup, he added. The meeting will take up the issue of fourth to sixth grades also possibly coming back. "For the most part, the kids are elated to be back on campus, " Keller said. "But it needs to be said that kids realize this is not the pre-COVID experience they had. " Still, he added, "Students bring campuses to life and the kids are what keep us sane. " Some teachers, however, remain hesitant. "These guidelines depend on fidelity to the (safety) plan and that includes parents' behavior, " said Shawn Chen, the teachers' union president at Manhattan Beach Unified School District. Of particular concern, she said, are the new virus variants now spreading. "Everyone wants schools to open, " Chen said, "but when it comes to the safety measures in place, a lot of (families) participate in unsafe activities. "
